This study reviews Korean public policy regarding the low fertility rate using normative principles of gender governance suggested by Brody(2009). These principles include gendering accountability, gendering responsiveness, gendering inclusiveness and gendering principles of equity. To summarize, the gendering accountability perspective reveals how public policy addressing the low fertility rate has approached gender inequality in Korean society in temporary and instrumental ways, which consequently has resulted in a failure to shape key agendas to address gender equality. The gendering responsiveness perspective highlights how policy measures have not sufficiently reflected women’s interests or addressed men’s roles as a partner in childbirth and childcare. From the gendering inclusiveness perspective, SAEROMAJI Plan 2010 targeted low-income families and gave little consideration to working mothers from secondary poor and middle-class families. In contrast, SAEROMAJI Plan 2015, which focused on women from middle class families with higher levels of education and regular permanent positions, resulted in women from low-income families being excluded as policy beneficiaries. Based on the gendering principles of equity, policy measures responding to the low fertility rate align with traditional gender roles and assume that women are the major care-providers, To conclude, from the normative perspective of gender governance, Korean public policy to deal with the low fertility rate has not addressed issues of gender inequality and women’s dual-roles in the family and in the workplace and, as a consequence, has not been accountable to gender equality and women’s right.

This study investigates the effect of individual perceptions of public values such as equity, accountability, and fairness on trust in government based on the view that such trust comprises of government performance. The results reveal that perception of public values had a positive effect on the level of trust in government and that perception of the government's anti-corruption capacity strengthened trust in government. The empirical analysis also confirms the mediating effect of government anti-corruption capacity in the relation between public values and trust in government. These findings suggest that the government should make an effort to raise public values for enhancing trust in government.

The Purpose of this study is to find out lessons from the conflict assessment experiences of Electric Transmission Line Construction for 2 years. The findings are as follows. Firstly, I found that it was more realistic to assess conflict impact after related conflict revealed because it was easier to recognize the related stake-holders. Secondly, the relationship between the client electric company and analysts should be neutral in the main working stage after they communicate each other in the beginning. Thirdly, I found that comprehensive group interview was more efficient to help stake-holders join than snowballing style in-depth interview. Fourthly, analysts should distinguish between agreeable and disagreeable issues as a result of the assessment. Fifthly, I suggest that analysts should help the client company decide to negotiate with interest groups or to build mediating committee. Lastly, the analytical result should be opened to interviewees and to the public in condition that participants agreed on publicity in the beginning stage. Above all related actors should develop conflict management systems and manuals to learn details through trial and error and to communicate each other.

The purpose of this study is to present the government ’s disaster management plan in disaster and disaster, especially large - scale complex damage situation. Specifically, we have identified whether the disaster management capability and accountability of the government is the negative perception of the individual disaster and the characteristics of the disaster response organization. In addition, we analyze what kind of organizational characteristics affect the government ’s disaster management capacity and accountability. As a result of the analysis, it was recognized that the more sensitive the disaster risk, the more government - led disaster management was needed. Disaster response organizations were required to have efficient and political independence and organizational characteristics to manage indirect damage. Finally, it was found that organizational trust makes disaster management responsibility and efficiency more positive. Therefore, it can be seen that the disaster management organization needs to be based on organizational trust.

The article is organized as follows. The first clarifies research questions, the purpose of study and methodology about legal thoughts of Sambong in Chosun dynasty. The second deals with methods of study, literature review, previous research and theoretical background of research on legal thoughts of Sambong in Chosun dynasty. The analytical variables of a characteristic of legal thoughts of Sambong in Chosun dynasty are people, bureaucracy & monarch, so forth. The third presents analysis variables about those variables. The forth suggests research effect & limitations for fostering legal thoughts of Sambong in Chosun dynasty. For example, Those are Sambong’s legal thoughts, Kwajon Law(Gua Jun Baeb), Popeum & Sambong's bureaucratic behavior in the early era of the Chosun dynasty. The last section concluded & suggested research effect & limitations of effect analysis of their bureaucratic behavior in the early era of the Chosun dynasty. There were some suggestion & expectation effect of the study.

This paper aims to find an empirical evidence of how the organizations would respond to the vacancy of parental leavers. Despite organizational workers are available to use parental leave policy, not much improvement of work-family balance has been made in reality. This problem may result from the passive response of organization to the policy. Thus, our study assumed that there will be a trade-off relationship among members in the organization with respect to parental leave policy and work-family balance issue. The result of analysis on Korean local enterprises shows that the increase of parental leaver ratio in organization raises overall level of overtime work payments and the proportion of temporary worker who are excluded from permanent position change as well. These organizational response to parental leave policy imply that organization rather tend to evade the responsibility of work-family balance issue for members than respond to the issue actively. Specifically our study may give the evidence that once a regular full-time employee utilize parental leave policy, organizations tend to let the others do extra work or use short-term human resource for cutback management, which one’s work-family balance may transit to others’ work-family conflict. These results would build foundation for causing conflict among employees, making difficulties for cultural improvement for work and family balance. Furthermore, the results imply the possibility of polarization on labor quality in the long term. Therefore, our research suggested the importance of utilizing high qualified substitute laborers and expansive compensation for substitute laborer employment.

This study is to analyze the factors affecting e-government service satisfaction and the moderating effects of e-services engagement. Based on analysis results, findings are that administrative document reception service, document delivery service and application for administrative service affect e-government service satisfaction positively. Also, service quality factors and e-services engagement affect e-government service satisfaction positively. In addition, E-government service engagement makes the positive influence of information gathering service on e-government service satisfaction and makes the negative effect of payment service. Besides, average income affects e-government service satisfaction negatively. Policy implications are as follows. First, it is needed to provide various payment methods, to make up for matters such as refunds and to facilitate additional activities. Second, the related tasks should be integrated and protection of personal information is also to be strengthened. Third, e-government services used by high-income citizens must be improved.
